I don't understand the situation regarding this anime, why no one is uploading it and why it's so far late when they upload it, its already in episode 4 now

Because Netflix is posting it worldwide 3 weeks later than in Japan. And I think most are just their rips (or retranslations from other languages). Obviously groups that translate from scratch will take time.
