The encoder is set to maintain a specific quality, not bitrate. File size is determined by bitrate. If less bitrate is required to maintain the same level of quality (like, say if there is less motion in the video), then it will result in a smaller file size.
By the way, streams typically use constant bit rate. As a result, videos with the same length will always end up with the same file size.
