If you want to play this game on your own RPCS3 or on Steam Deck, go to Manage > Virtual File System > dev_USB and put these in:

Likely the reason it works on RPCS3 is because the arcade hardware this ran on was literally a modified PS3. If you were to cold boot the machine in an arcade, you can actually see it boot to the PS3 XMB before auto launching into the game. Since it's an arcade board there would be physical security checks (like the authentication USB key) that you'd have to circumvent as well though, which would assumedly prevent you from simply launching the game on a PS3 that are easier to circumvent via emulation.
@Impakt It seems that the RPCS3 within the folder is the only way to play this game. The regular RPCS3 will have an error when doing system check. Hopefully RPCS3 will have an update to play games like this normally.
Maybe one day it can work on actual PS3 hardware.
No problem. This game has been out of service in Japanese arcades, and only a few have access to this on PC.
